Public administration Essay

‘Ethics’ is a difficult term to define. The meaning, nature and scope of ethics have expanded in the course of time. ‘Ethics’ is integral to public administration. In public administration, ethics focuses on how the public administrator should question and reflect in order to be able to act responsibly. We cannot simply bifurcate the two by saying that ethics deals with morals and values, while public administration is about actions and decisions. Administering accountability and ethics is a difficult task. The 1 levels of ethics in governance are dependent on the social, economic, political, cultural, legal-judicial and historical contexts of the country. These specific factors influence ethics in public administrative systems. This Unit will discuss the meaning, evolution, foci and concerns of ethics. It will bring out the different dimensions of ethics and their relevance for public administration. The significance of an ethical code for administrators will be analysed and the nature of work ethics will be discussed. This Unit will also examine the obstacles to ethical accountability. 21. 2 ETHICS: MEANING AND RELEVANCE ‘Ethics’ is a system of accepted beliefs, mores and values, which influence human behaviour. More specifically, it is a system based on morals. Thus, ethics is the study of what is morally right, and what is not. The Latin origin of the word ‘ethics’ is ethicus that means character. Since the early 17th century, ‘ethics’ has been accepted as the â€Å"Science of morals; the rules of conduct, the science of human duty. † Hence, in common parlance, ethics is treated as moral principles that govern a person’s or a group’s behaviour. It includes both the science of the good and the nature of the right. The ethical concerns of governance have been underscored widely in Indian scriptures and other treatises such as Ramayana, Mahabharata, Bhagvad Gita, Buddha Charita, Arthashastra, Panchatantra, Manusmriti, Kural, Shukra Niti, Kadambari, Raja Tarangani, and Hitopadesh. At the same time, one cannot ignore the maxims on ethical governance provided by the Chinese philosophers such as Lao Tse, Confucius and Mencius. In the Western philosophy, there are three eminent schools of ethics. The first, inspired by Aristotle, holds that virtues (such as justice, charity and generosity) are dispositions to act in ways that benefit the possessor of these virtues and the society of which he is a part. The second, subscribed to mainly by Immanual Kant, makes the concept of duty central to morality: human beings are bound, from a knowledge of their duty as rational beings, to obey the categorical imperative to respect other rational beings with whom they interact. The third is the Utilitarian viewpoint that asserts that the guiding principle of conduct should be the greatest happiness (or benefit) of the greatest number (Hobson, 2002). The Western thought is full of ethical guidelines to rulers, whether in a monarchy or a democracy. These concerns are found in the writings of Plato, Aristotle, Thomas Jefferson, Alexander Hamilton, Thomas Penn, John Stuart Mill, Edmund Burke, and others. Rawl’s theory of justice revolves around the adaptation of two fundamental principles of justice, which would, in turn, guarantee a just and morally acceptable society. The first principle guarantees the right of each person to have the most extensive basic liberty compatible with liberty of others. The second principle states that social and economic positions are to be: (a) To everyone’s advantage, and (b) Open to all. A key issue for Rawls is to show how such principles would be universally adopted, and over here his work borders on general ethical issues. He introduces a theoretical ‘veil of ignorance’ in which all ‘players’ in the social game would be placed in a situation, which is called the ‘original position’. Having only a general knowledge about the facts of ‘life and society’ each player is to make a ‘rationally’ prudential choice concerning the kind of social institution they would enter into contract with. By denying the players any specific information about themselves it forces them to adopt a generalised point of view that bears a strong resemblance to the moral point of view. This view point revolves around moral conclusions can be reached without abandoning the prudential standpoint and posting a moral outlook merely by pursuing one’s own prudential reasoning under certain procedural bargaining. 2 The gist of wisdom on administrative ethics is that the public administrators are the â€Å"guardians† of the Administrative State. Hence, they are expected to honour public trust and not violate it. Two crucial questions raised in this context are â€Å"why should guardians be guarded? And â€Å"Who guards the guardian? † (Rosenbloom and Kravchuk, 2005). The administrators need to be guarded against their tendency to misconceive public interest, promote self-interest, indulge in corruption and cause subversion of national interest. And they need to be guarded by the external institutions such as the judiciary, legislature, political executive, media and civil society organisations. These various modes of control become instruments of accountability. 21. 3 EVOLUTION OF ETHICAL CONCERNS IN ADMINISTRATION It is essential to recognise that the discipline of Public Administration has been broadly influenced in the initial stages of its growth, by Political Science and the science of Management. While the philosophical premises of Public Administration were influenced primarily by Political Science, its technological facet was designed by Management Sciences. The early Political Science was taught as Moral Philosophy and Political Economy, while its current curriculum is the product of secular, practical, empirical and scientific tendencies of the past century. The American students of Political Science, in the early years of the last century, were dismayed at the inadequacies of the ethical approach in the Gilded Age. As a result of their interaction with the German universities and the influence on their thinking by scholars such as J. N Burgess, E. J. James, A. B Hart, A. L Lovell, and F. J Goodnow, they sought to recreate Political Science as a true science. They became increasingly interested in observing and analysing ‘actual governments’. Natural and Social Sciences substantially influenced their ideas and approaches. Later, Logical Positivism of the Austrian School influenced scholars such as Herbert Simon and thus there emerged a booming faith in developing a Science of Politics and a Science of Administration that would be able to `predict and control’ political and administrative life. As Dwight Waldo comments, the old belief that good government was the government of moral men was thus replaced by a morality that was irrelevant and that proper institutions and expert personnel were the determining factors in shaping good government. `The new amorality became almost a request for professional respect’. The eminence of Behaviouralism until the mid-1960s further marginalised the ethical issues in the study of Political Science and Public Administration. It was only after the advent of Post-behaviouralism in Political Science and of the accent on New Public Administration in Public Administration that the scientific methods of Behaviouralim and humanistic (read `ethical’) values struck a homogenous chord with administration and the dispute between facts and values was resolved substantially. The current discipline of public administration accords primacy to the `values’ of equity, justice, humanism, human rights, gender equality and compassion. The movement of Good Governance, initiated by the World Bank in 1992, lays stress, inter alia, on the ethical and moral conduct of administrators. While the New Public Management movement is more concerned with administrative effectiveness, the New Public Administration focuses on administrative ethics in its broader manifestation. Both the movements are complementary to each other. This complementarity of foci 3 is as truer today as it was a hundred years ago when the industrial world was experiencing the rise of Scientific Management amidst a strong acceptance of the notion of administrative responsibility. John Kennedy, during his Presidency (19611963) had averred: â€Å"No responsibility of government is more fundamental than the responsibility of maintaining the higher standards of ethical behaviour. The ideal-type construction of bureaucracy, propounded by Max Weber also highlighted an ethical imperative of bureaucratic behaviour. Weber (1947) observed: In the rational type, it is a matter of principle that the members of the administrative staff should be completely separated from ownership of the means of production and administration. Officials, employees and workers attached to the administrative staff do not themselves own the non-human means of production and administration†¦. These exists, furthermore, in principle complete separation of property belonging to the organisation, which is controlled within the sphere of office, and the personal property of the official, which is available for his own private uses†. Weber’s analysis underscores the need to prevent the misuse of an official position for personal gains. Although his ideal-type construct on bureaucracy is not empirical, yet it has an empirical flavour, for it appears to have taken into account the existential reality of bureaucratic behaviour. From a normative angle – knowing that Weber was not normative in his ideal type constructs – also, the message is clear: Don’t misuse official property for personal benefit. Most critics of real-world bureaucracies, including Harold Laski, Carl Friedrich, Victor Thompson and Warren Bennis, have criticised bureaucrats for violating the prescribed norms of moral conduct. Even Fred Riggs, while discussing the traits of a prismatic society like `formalism’ and ‘nepotism’ points out the yawning gap between the `ideal’ and the `real’ in administrative behaviour. The deviations from the norms and mores have been too glaring to be ignored. Immoral behaviour thus has become an integral component of `bureaupathology’ 21. 4 CONTEXT OF ETHICS AND ITS SIGNIFICANCE FOR PUBLIC ADMINISTRATION Ethics, whether in an entire society, or in a social sub-system, evolves over a long period of time and is influenced, during its nurturance and growth, by a variety of environmental factors. Administrative ethics is no different. It is the product of several contextual structures and it never ceases to grow and change. Let us now look at some of these contextual factors that influence ethics in the public administrative systems: The Historical Context The history of a country marks a great influence on the ethical character of the governance system. The Spoils System in the USA during the initial phase of the American nation vitiated the ethical milieu of the American Public Administration. â€Å"To victor belong the spoils† asserted American President Jackson. Things would have continued the same way had not a disgruntled job seeker assassinated President Garfield in 1881. Garfield’s assassination spurred the process of civil service reforms in the USA, and the setting up of the US. Civil Service Commission in 1883 was the first major step in this direction. India has witnessed a long history of unethical practices in the governance system. Kautilya’s Arthashastra mentions a variety of corrupt practices in which the administrators of those times indulged themselves. The Mughal Empire and the Indian princely rule were also afflicted with the corrupt practices of the courtiers and 4 administrative functionaries, with ‘bakashish’ being one of the accepted means of selling and buying favours. The East India Company too had its share of employees who were criticised even by the British parliamentarians for being corrupt. The forces of probity and immorality co-exist in all phases of human history. Which forces are stronger depends upon the support these get from the prime actors of politico-administrative system. What is disturbing is that a long legacy of unethical practices in governance is likely to enhance the tolerance level for administrative immorality. In most developing nations having a colonial history, the chasm between the people and the government continues to be wide. In the colonial era, the legitimacy of the governance was not accepted willingly by a majority of population and therefore, true loyalty to the rulers was a rare phenomenon. Although the distance between the governing elite and the citizens has been reduced substantially in the transformed democratic regimes, yet the affinity and trust between the two has not been total even in the new dispensation. Unfortunately, even the ruling elite does not seem to have imbibed the spirit of emotional unity with the citizens. The legacy of competitive collaboration between the people and the administrators continues to exist. The nature of this relationship has an adverse impact on ‘administrative ethics’. The Socio-cultural Context Values that permeate the social order in a society determine the nature of governance system. The Indian society today seems to prefer wealth to any other value. And in the process of generating wealth, the means-ends debate has been sidelined. Unfortunately, ends have gained supremacy and the means do not command an equal respect. A quest for wealth in itself is not bad. In fact, it is a mark of civilisational progress. What is important is the means employed while being engaged in this quest. We seem to be living in an economic or commercial society, where uni-dimensional growth of individuals seem to be accepted and even valued, where ends have been subdued by means, and ideals have been submerged under the weight of more practical concerns of economic progress. Can we change this social order? Mahatma Gandhi very much wanted to transform the priority-order of the Indian society, but there were hardly any takers or backers of his radical thinking that was steeped in a strong moral order. To put it bluntly, ever since Gandhi passed away, there has been not a single strong voice in independent India challenging the supremacy of ‘teleology and unidimensionalism’. Neither have our family values questioned this unilinear growth of society nor has our educational system made serious efforts to inject morality into the impressionable minds of our youth. We have starkly failed on these fronts. The need is to evolve fresh perspectives on what kind of the Indians we wish to evolve and how? Till then, efforts will have to be focused on the non-social fronts. The issues of morality may or may not be rooted in the religious ethos of a society. Indian religious scriptures do not favour pursuit of wealth through foul means. Interestingly, Thiru Valluvar’s Kural, written two thousand years ago in Tamil Nadu, emphasises that earning wealth brings fame, respect and an opportunity to help and serve others, but it should be earned through right means only. Can this dictum form the basis of our socio-moral orientation? The level of integrity among Protestants and Parsees is believed by some to be relatively higher when compared to other religions and one can find the roots of such integrity in the well-ingrained mores of these religions. Nevertheless, it is only one point of view, as there are several other religious and secular groups, which are known for their high moral conduct. The cultural system of a country, including its religious orientation, appears to have played a significant role in influencing the work ethics of its people. For instance, the stress on hard work, so characteristic of the Protestant ethics, has helped several Christian societies to enhance their per capita 5 productivity. While Judaism has valued performance of physical labour by its followers, the Hindu and Islamic societies, on the other hand, have generally considered physical labour to be of lower rank than the mental work. Work ethics may or may not be linked with religious moorings. These are subjective issues but make for an interesting study. The family system and the educational system are influential instruments of socialisation and training of the mind in its impressionable years. If the values inculcated through the family and the school have underscored honesty and ethics, the impact on the mind-set of citizens is likely to be highly positive and powerful. Legal-judicial Context The legal system of a country determines considerably the efficacy of the ethical concerns in governance system. A neatly formulated law, with a clear stress on the norms of fair conduct and honesty, is likely to distinguish chaff from grain in the ethical universe. Conversely, nebulous laws, with confusing definition of corruption and its explanations, will only promote corruption for it would not be able to instill the fear of God or fear of law among those violating the laws of the land and mores of the society. Besides, an efficient and effective judiciary with fast-track justice system will prove a roadblock to immorality in public affairs. Conversely, a slow-moving judiciary, with a concern for letter rather than the spirit of the law, will dither and delay and even help the perpetrators of crimes by giving them leeway through prolonged trials and benefits of doubt. Likewise, the anti-corruption machinery of the government, with its tangled web of complex procedures, unintendedly grants relief to the accused who are indirectly assisted by dilatory and knotty procedures. In India, there is hardly any effective anticorruption institution. As we have read in Unit 7 earlier on in this Course, the Lok Pal is yet to be established, Lok Ayuktas are feeble and toothless agencies, while the state vigilance bodies are low-key actors. The consequences are too obvious to warrant any explanation. The Political Context The political leadership, whether in power or outside the power-domain, is perhaps the single most potent influence on the mores and values of citizens. The rulers do rule the minds, but in a democracy particularly, all political parties, pressure groups and the media also influence the orientation and attitudes on moral questions. If politicians act as authentic examples of integrity, as happens in the Scandinavian countries, or as examples of gross self-interest, as found in most South Asian countries, the administrative system cannot remain immune to the levels of political morality. The election system in India is considered to be the biggest propeller to political corruption. Spending millions on the elections `compels’ a candidate to reimburse his expenses through fair or foul means – more foul than fair. While fair has limits, foul has none. It is generally argued that the administrative class – comprising civil servants at higher, middle as well as lower levels – emerges from the society itself. Naturally, therefore, the mores, values and behavioural patterns prevalent in the society are likely to be reflected in the conduct of administrators. To expect that the administrators will be insulated from the orientations and norms evidenced the in society would be grossly unrealistic. The argument, propounded here, has a convincing logic, yet there can be a counterpoint that the rulers are expected to possess stronger moral fibre than the subjects. Since there are hardly any instrumentalities to protect and nurture administrative 6 morality vis-a-vis the general social morality, such an expectation remains at the most an elusive ideal. Hence, there is an obvious need to go deeper into the problem. The behaviour of politicians has a demonstration effect on civil servants. Besides, the capacity of the less honest political masters to control civil servants is immense. It is ironical that the moral environment in a country like India is designed more by its politicians than by any other social group. The primacy of the political over the rest of systems is too obvious to be ignored. If the media is objective and fearless, its role in preventing corruption can be effective. It can even act as a catalyst to the promotion of ethical behaviour among administrators. Hence, those who own and manage the media should understand their wider social and moral responsibilities. The trend in this direction is visible now with many television channels regularly airing their ‘expose’ on malpractices in the system. This role of the media is important if performed with intent of social responsibility rather than sensationalism. The Economic Context The level of economic development of a country is likely to have a positive correlation with the level of ethics in the governance system. Even when a causal relation between the two is not envisaged, a correlation cannot be ruled out. A lower level of economic development, when accompanied with inequalities in the economic order, is likely to create a chasm among social classes and groups. The less privileged or more deprived sections of society may get tempted to forsake principles of honest conduct while fulfilling their basic needs of existence and security. Not that the rich will necessarily be more honest (though they can afford to be so), yet what is apprehended is that the poor, while making a living, may find it a compelling necessity to compromise with the principles of integrity. It is interesting to note that with the advent of liberalising economic regime in developing nations, there is a growing concern about following the norms of integrity in industry, trade, management and the governance system on account of the international pressures for higher level of integrity in the WTO regime. This is what Fred Riggs would call `exogenous’ inducements to administrative change. 21. 5 ISSUE OF ETHICS: FOCI AND CONCERNS An important question arises in connection with the moral obligation of an administrative system. Is the administrative system confined to acting morally in its conduct or does it also share the responsibility of protecting and promoting an ethical order in the larger society? While most of the focus on administrative morality is on the aspect of probity within the administrative system, there is a need to consider the issue of the responsibility of the governance system (of which the administrative system is an integral part) to create and sustain an ethical ambience in the socioeconomic system that would nurture and protect the basic moral values. Moral political philosophy assumes that the rulers will not only be moral themselves, but would also be the guardians of morality in a society. Truly, being moral is a prerequisite to being a guardian of wider morality. Both the obligations are intertwined. It is a truism that the crux of administrative morality is ethical decision-making. The questions of facts and values cannot be separated from ethical decision-making. Thus, the science of administration gets integrated with the ethics of administration. And in this integrated regime, only that empirical concern is valued, which respects the normative concerns in the delivery of administrative services. 7 Which are the essential concerns in regard to administrative ethics? There can be a long list of values that are considered desirable in an administrative action. However, in being selective, one has to focus on the most crucial values. Let us now concentrate on the values of justice, fairness and objectivity. Woodrow Wilson, â€Å"The Study of Administration† (1887), in his inaugural address averred that justice was more important than sympathy. Thus, he placed justice at the top of value-hierarchy in a governance system. Paradoxically, there has been a lot of discussion on the formallegal aspects of administrative law since then, but very little analysis has been made of the philosophical dimension of administrative justice. The other two issues of ethical decision-making, viz. fairness and objectivity are, in fact, integral components of administrative justice. When administrators are true to their profession, they are expected to be impartial and fair and not get influenced by nepotism, favoritism and greed while making decisions of governance. Objectivity should not be misconstrued as a mechanical and rigid adherence to laws and rules. From the decision-making angle, it has undoubtedly wider ramifications encompassing a set of positive orientations. Currently, the notion of ethics has expanded itself to involve all major realms of human existence. Let us attempt to outline certain salient aspects of ethics in public administration. Broadly, they could be summarised as following maxims: †¢ Maxim of Legality and Rationality: An administrator will follow the law and rules that are framed to govern and guide various categories of policies and decisions. Maxim of Responsibility and Accountability: An administrator would not hesitate to accept responsibility for his decision and actions. He would hold himself morally responsible for his actions and for the use of his discretion while making decisions. Moreover, he would be willing to be held accountable to higher authorities of governance and even to the people who are the ultimate beneficiaries of his decisions and actions. Maxim of Work Commitment: An administrator would be committed to his duties and perform his work with involvement, intelligence and dexterity. As Swami Vivekananda observed: â€Å"Every duty is holy and devotion to duty is the highest form of worship. † This would also entail a respect for time, punctuality and fulfillment of promises made. Work is considered not as a burden but as an opportunity to serve and constructively contribute to society. Maxim of Excellence: An administrator would ensure the highest standards of quality in administrative decisions and action and would not compromise with standards because of convenience or complacency. In a competitive international environment, an administrative system should faithfully adhere to the requisites of Total Quality Management. Maxim of Fusion: An administrator would rationally bring about a fusion of individual, organisational and social goals to help evolve unison of ideals and imbibe in his behaviour a commitment to such a fusion. In situation of conflicting goals, a concern for ethics should govern the choices made. Maxim of Responsiveness and Resilience: An administrator would respond effectively to the demands and challenges from the external as well as internal environment. He would adapt to environmental transformation and yet sustain the ethical norms of conduct. In situations of deviation from the prescribed ethical norms, the administrative system would show resilience and bounce back into the accepted ethical mould at the earliest opportunity. 8 †¢ †¢ †¢ †¢ †¢ †¢ Maxim of Utilitarianism: While making and implementing policies and decisions, an administrator will ensure that these lead to the greatest good (happiness, benefits) of the greatest number. Maxim of Compassion: An administrator, without violating the prescribed laws and rules, would demonstrate compassion for the poor, the disabled and the weak while using his discretion in making decisions. At least, he would not grant any benefits to the stronger section of society only because they are strong and would not deny the due consideration to the weak, despite their weakness. Maxim of National Interest: Though universalistic in orientation and liberal in outlook, a civil servant, while performing his duties, would keep in view the impact of his action on his nation’s strength and prestige. The Japanese, the Koreans, the Germans and the Chinese citizens (including civil servants), while performing their official roles, have at the back of their mind a concern and respect for their nation. This automatically raises the level of service rendered and the products delivered. Maxim of Justice: Those responsible for formulation and execution of policies and decisions of governance would ensure that respect is shown to the principles of equality, equity, fairness, impartiality and objectivity and no special favours are doled out on the criteria of status, position, power, gender, class, caste or wealth. Maxim of Transparency: An administrator will make decisions and implement them in a transparent manner so that those affected by the decisions and those who wish to evaluate their rationale, will be able to understand the reasons behind such decisions and the sources of information on which these decisions were made. Maxim of Integrity: An administrator would undertake an administrative action on the basis of honesty and not use his power, position and discretion to serve his personal interest and the illegitimate interests of other individuals or groups. †¢ †¢ †¢ †¢ †¢ There could be many more tenets added to the above catalogue of maxims of morality in administration. However, the overall objective is to ensure ‘Good Governance’ with a prime concern for ethical principles, practices, orientations and behaviour. There are no dogmas involved in defining administrative ethics. The chief concern while doing so is the positive consequence of administrative action and not just ostensibly rational modes of administrative processes. In the following Section, a few of the salient concerns and foci of ethics are being dealt with briefly. 21. 6 PERTINENCE OF CODE OF ADMINISTRATIVE ETHICS. The concept of ethics has been a latecomer in the realm of public administration. For too long, doing one’s duty well was considered to be an equivalent of bureaucratic ethics. Interestingly, in the United States, the original city managers’ and federal code of ethics placed notable stress on efficiency as ethical concept. In the early 20th century, the perspective began to change. In 1924, the International City/Country Management Association adopted the public sector’s first code of ethics that reflected anti-corruption and anti-politics facets of the municipal reforms movement. 9. In 1958, the US Congress imposed a code of ethics on the Federal Government and in 1978, founded the Office of Government Ethics as an upshot of the Ethics in Government Act of 1978. In 1992, the Office of Government Ethics released the Federal Government’s first comprehensive set of standards of ethical conduct, comprising standards pertaining to gifts, conflicts of financial interest, impartiality, misuse of office, seeking outside employment, and outside activities. Almost all the American states have also promulgated their respective codes of ethics, though compared to the federal initiative, they are less comprehensive. Today, codes of ethics, ethics boards, and ethics training have been accepted as integral aspects of public administration in the U. S. Moreover, ethics education has also permeated the discipline of public administration. The National Association of Schools of Public Affairs and Public Administration has made ethics education a required component of a Public Administration Programme for its accreditation and has prescribed that all introductory text-books in public administration should include a discussion on ethics (Browman, Berman and West, 2001). Eminent professional associations of public administration also offer training programmes on ethical conduct for public managers. In India, there are a few training programmes on administrative ethics offered by the Indian Institute of Public Administration and other institutions for civil servants, but there is hardly any similar initiative taken up in the realm of education in Public Administration. The American Society for Public Administration (ASPA) had adopted in 1984 a Code of Ethics for its members (comprising intellectuals as well as practicing administrators). It was revised in 1994. Certain salient points of the ASPA’s Code of Ethics are as follows: †¢ †¢ †¢ †¢ Exercise of discretionary authority to promote public interest Recognition and support to the public’s right to know the public business Exercise of compassion, benevolence, fairness and optimism Prevention of all forms of mismanagement of public funds by establishing and maintaining strong fiscal and management controls, by supporting audits and investigative activities Protection of Constitutional principles of equality, fairness, representativeness, responsiveness and due process in protecting citizens’ rights Maintenance of truthfulness and honesty and not to compromise them for advancement, honour, or personal gain Guarding zealously against conflict of interest or its appearance: e. g. nepotism, improper ou.

Karl Marx Essay

Karl Marx is one of the most reputed philosophers of the 19th Century. Born in 1818 in a middle class family, Marx studied law in Bonn and Berlin and later plunged deeper into the ideas of Hegel and Feurbach (Wheen, 2007). It is after receiving his doctorate in philosophy in 1841 from the University of Jena that he moved with his family to Paris where he became a radical revolutionary communist and teamed up with Friedrich Engels, another radical philosopher of his time. They collectively authored the pamphlet â€Å"The Communist Manifesto† which was later published in 1848. In this pamphlet, Marx passionately asserted that all human history was dominated by class struggles. Furthermore, he predicted that they would culminate into the fall of capitalism and rise of communism (Wheen, 2007). Karl Marx later moved to London in 1849 where he broke his political and religious isolation to author Das Kapital, sometimes referred to as the â€Å"Bible of the working class† (Wheen, 2007). In this book, Marx developed very philosophical ideas related to the crises of the working class and the implicit struggles between laborers and owners of industries. The works and ideas of Karl Marx in his book Das Kapital were later edited by Engels after his death in 1833 in London (Wheen, 2007). The ideas of Karl Marx established a school of thought known as Marxism, or what later came to be popularly known as the Marxist doctrine. His writings consummated the main ideological currents of 19th century. These included the classical English political economy, French socialism and the French revolutionary doctrines of the time. Marx, throughout his writing, had envisaged a social revolution that would see the fall of capitalism and the rise of socialism as a dominant ideology. These predictions later became evident after the death of Karl Marx in what was considered to be a process of socialization of labor. Wheen (2007) contends that this transformation would be possible to accomplish by the proletariat in sustained struggles with the bourgeoisie. This led to the development of ideas evident in Marxism and the conflict theory that form the bedrock of Marx’s works. Karl Marx’s Conflict Theory. Conflict theory is a Marxist perspective and  conceptualization of the way in which society is structured. This perspective depicts society as characteristically dominated by conflicts (Collins & Sanderson, 2008). Conflict is the determinant of how resources are allocated and who benefits the most from such allocations. Power is also acquired through conflict, and once such power is acquired, it is used to dominate the less-powerful and to benefit a few people. Collins and Sanderson (2008) cited that the basic form of interaction in the human society is not consensus but competition, which culminates into persistent conflicts. Each party or individual competes against perceived rivals with the goal of gaining advantage and dominating the other. The theory presented by Karl Marx underscores the fact that conflict, and not consensus, dominates designed mechanisms through different classes in the stratified society, interacts and relates to each other (Collins & Sanderson, 2008). The rich and the powerful use conflict to threaten their poor subjects and to maintain the status-quo. The poor on the other hand, organize and use conflicts to push for a revolution that will overthrow the powerful that are enjoying the privileges of capitalist structures. These tensions are thus sustained by the need of each group to have its interests dominate the structures and operations of the society. Karl Marx contends that the society is stratified into two main social groups. These are the proletariat and the bourgeoisies. The conflict between these two large social groups results in what Marx considered as revolutionary change. The probable source of conflict between the proletariat and the bourgeoisies are the desire of the proletariat to have ownership of means of production, such as factories, power, land and other valuable resources (Collins & Sanderson, 2008). The bourgeoisies, on the other hand, are not willing to relinquish these resources and give up their privileged positions of power and overwhelming riches and investments. Karl Marx on Class and Class Conflict. According to Karl Marx, society is stratified into classes. The classes comprise the bourgeoisies, land-owners and the proletariat. The propertied-upper-class is the minority, while the proletariats are the majority. Wood (2004) notes Marx’s dissection of the  dominant features of each of these classes in most of his works. For example, the bourgeoisies own the means of production. This is due to the huge investments they have made into factories and machines in the industries. The land owners have rent as their primary source of income. The proletariats are owners of cheap labor which they offer in exchange for wages that they use for their basic subsistence (Collins & Sanderson, 2008). Investment gives the bourgeoisies a lot of profit. Marx conceptualized the structure of the society in relation to the two major classes. He is focused on the inherent struggles between the proletariat and bourgeoisies which is the engine that pushes the occurrence of social change through revolutionary movements. In the understanding of Marxists, class is defined by the level of wealth and power that one possesses (Wood, 2004). This power is used to sideline other classes from property and positions of power. Bourgeoisies use their power to serve their personal interests and amass more wealth at the expense of the proletariat. These three different classes, in the understanding of Karl Marx, have different interests which pit them against each other (Wood, 2004). For example, the bourgeoisie are interested in safeguarding their investment in the industries, maximizing profits and minimizing costs. This makes them engage the proletariats as laborers in the farms to achieve this objec tive at relatively minimal wages. The proletariats on the other hand, organize and mobilize themselves to collectively push for better wages, conditions of work and strive to overcome the repressive and exploitative forces of their masters in the industries and factories. Thus, they struggle to join hands and, through revolutionary movements, overthrow the bourgeoisies and control the industries and factories (Wood, 2004). These conflicting interests are what pit the social classes against each other. Conflicts, and not consensus, therefore, characterize the society as noted by Marx who had envisaged such a society founded on constant conflicts. The struggle between the classes is likely to widen with time as the conditions of the laborers deteriorate further. This is likely leads to disintegration of the social structure. Collins and Sanderson (2008)  asserted that conflicts between proletariats and bourgeoisies would translate into an industrial revolution. This would mark the triumph of the proletariats over the bourgeoisies, leading to increased access to capital and means of production by proletariats. This, according to Marxists, would mark the end of capitalism and the onset of socialism characterized by public ownership of the means of production. The fall of capitalism and bourgeoisies will, therefore, create a classless society as political power withers away due to industrial revolution led by the proletariat (Wood, 2004). Thus, according to Marxists, class and class conflict are the forces behind societal transformation and not any other evolutionary processes. Radical revolutionary movements are likely to create a new social order in the society in which capitalism gives way to socialism as witnessed by the industrial revolutions that altered the social order in Russia in the 19th century. Karl Marx on Alienation. The philosophical ideas of Karl Marx on alienation were relevant in his radical reformation periods that saw the fall of capitalism (Otteson, 2011). Although these ideas were mainly considered to be philosophical in the 19th century, alienation, as was espoused by Marx, since then has become a real social phenomenon in the 21st century discourses that are propagated by contemporary social science scholars. The most outstanding aspect that Marx wrote about was economic alienation or alienated labor. According to the writings of Karl Marx, one of the front forces behind conflict between bourgeoisies and proletariat is the fact laborers felt separated from the products of their own labor (Me%u0301sza%u0301ros, 2006). Marx asserted that in a capitalist society, workers were forced to remain on the job and work extra hard in order to earn and sustain themselves (Me%u0301sza%u0301ros, 2006). He was against alienation which is caused by strong forces of capitalism and predicted the rise of communism in which laborers will no longer work to live but live to work. With the fall of capitalism and alienation, wage earning slaves will be free men who will work and enjoy the value of their labor. In a capitalist society dominated  by bourgeoisies, the production capacity of an employee is 100%. However, the employee does not benefit directly from these products. He only earns 10% of the proceeds of his work, which he only uses for daily subsistence. In communism, one would directly benefit from 90% of the proceeds of his labor and only lose 10% which will be spent in other production processes. Marx contended that in a capitalist society, workers are alienated even from the products that they produce (Me%u0301sza%u0301ros, 2006). A laborer working in an industry that manufactures oil becomes so much alienated from the product that he or she produces to an extent that even in his or her own household he cannot afford the oil, yet he needs it and contributes significantly to its production. The ideas of Karl Marx on alienation were very accurate considering that many labor union movements advocated for the welfare of workers in the modern society (Otteson, 2011). There are employees who work in a milk processing plant, when ironically back at home they do not take the milk, not because they do not need it but because they cannot afford the milk. Alienation as presented by Karl Marx in his conflict theory is an explanation of a situation in which man is separated from valued resources, opportunities, processes and decisions in which his input ought to be reflected (Me%u0301sza%u0301ros, 2006). The laborers at the time of Marx’s life did not have opportunity to say a word on the amount of wages they earned as compensation for their work. Yet, their role in the industrial production processes was very significant. The masters determined the wages, number of hours worked, when to grant leaves for recuperation and so on. In fact, Marx was very concerned with how the surplus value of products processed in the industries manned by workers benefited the workers themselves. Marx asserted that in a capitalist society, the surplus value only makes the rich richer as the workers become more impoverished. So worked up were the laborers that they were even alienated from their own families and private lives. They did not have time for recreation, family sessions or other community forums. Marx sadly puts it in his writings of Das Kapital that  leave or absence to workers in a capitalist system was hard to come by (Me%u0301sza%u0301ros, 2006). But when such leaves were finally granted, they were only meant to help the workers recuperate and get extra strength not to benefit themselves but their masters who would then register a rise in surplus value in the industrial production. Alienation, according to the writings of Karl Marx, can be seen to occur in four different ways. Me%u0301sza%u0301ros (2006) contends that workers are alienated against the products that they produce; they do not benefit from them much, the production process especially through specialized division of labor, from the community and from himself. In a capitalist industrialized society, specialized division of labor is used to promote alienation under the disguise of enhancing efficiency and effectiveness in production. Marx argues that an employee, concerned purely with the repair of broken down machines in industry producing oil, may not have enough experience with other production processes in the industry. The owners of the industry alienate them from this knowledge out of fear that such knowledge might empower workers to compete against the factory owners. Karl Marx on Consciousness. Consciousness as defined by philosophers refers to how people or a person defines and understands himself (Wood, 2004). The concept of consciousness as presented in the writings of Karl Marx was basically bent towards understanding and identification with one’s class. It is this consciousness that would push the workers (proletariats) to join other proletariats and put forward a united battle against one common social group, the bourgeoisies. Wood (2004) asserts that consciousness would enable workers gain awareness that they all had shared experiences with other laborers, the bitter experience of alienation, exploitation and oppression by capitalist bourgeoisies (Wood, 2004). This consciousness would push the workers to rise against the bourgeoisies and launch protest and revolutionary movements that would lead to the fall of capitalism and the onset of communist’s ideologies. Marx used the term â€Å"class consciousness† to illustrat e this level of awareness on the part of the workers. There are scholars of Marxism who have argued that the concept of consciousness was used by Karl Marx to depict class as a very subjective dimension in a  capitalist society. The concept of consciousnerss forms the skeleton of Marx conflict theory. The proletariat will only rise to confront the bourgeoisies after realization that all workers had common problems, all originating from the bourgeoisies. Such awareness by itself is inspiring enough to stir up revolution and protests against the bourgeoisies (Wood, 2004). Marx argued that it was false class consciousness that continued to sustain the forces and the influence of capitalist ideologies. The proletariat had misrepresented their identity, position in society and resigned to fate, preferring to remain in subordinate positions as the bourgeoisies took advantage of this and used their positions to exploit and dominate the economy (Wood, 2004). Members of subordinate classes, such as workers and peasants continued to suffer in the hands of the dominant bourgeoisies as a result of false-class-consciousness. The upper class, on the other hand, has their consciousness right as they believe they should remain dominant owners of the means of production. Conclusion Karl Marx’s works have influenced and continue to influence sociological academia and studies in the field of economics. Although some of his ideas, like conflict theory have been criticized by scholars since then in the contemporary sociological theory, conflict perspective remain to be a very popular sociological perspective, while Marx remains in academic records as one of the great scholars that contributed to the growth of sociology and its relevance in understanding human interactions and relationships in the society. Contemporary scholars, including critics of Marxism, continue to draw on his works to develop new concepts and ideas aimed at offering more accurate explanations of various phenomena in the society.

There are 2 main concepts of theories Maslow’s and Herzberg. Maslow’s need hierarchy theory divides human needs into five levels; self-actualization, esteem, social, safety and physiological needs. Physiological nee ds are the basic human needs including food, clothing, shelter and other necessities of life. Once these are satisfied they no longer motivate the individual. Safety needs include economic security, protection from physical danger. Social needs are love, affection, emotional needs, warmth and friendship. Esteem can be self-esteem, self-respect, self-confidence and recognition. Herzberg found that the factors causing job satisfaction (and presumably motivation) were different from that causing job dissatisfaction. Herzberg called it hygiene factors, using the term â€Å"hygiene† in the sense that they are considered maintenance factors that are necessary to avoid dissatisfaction but that by themselves do not provide satisfaction. Company policy, supervision, relationship with boss, work conditions, salary and relationship are the leading in dissatisfaction. Achievement, recognition, work itself, responsibility, advancement and growth are the leading to satisfaction. The effectiveness of the application of these theories can be measured with observations of employee job satisfaction. Domestic Violence toward Asian Women Hypothesis Dissertation Based on research and statistics, it is known that domestic violence toward Asian women is pervasive. â€Å"Twelve percent of Asian and Pacific Islander women reported experiencing physical assault by an intimate partner at least once during their lifetime (Jaden Tonnes, 2000)†. Unfortunately, documented reports of abuse most likely under-represent the number of abused women due to the secretive and victimizing nature of domestic violence. Asian women may come from various cultural backgrounds, including Philippines, India, China, Korea, Thailand, and Japan to name few. Domestic violence is a devastating social ill that occurs much too frequently, particularly more so in cultures that emphasize the importance of upholding the family name. This ideation may often lead to enmeshed families who emphasize positive family attributes while minimizing or even denying negative aspects of the family environment. Further, stigmatizing issues such as domestic violence are most likely minimized or overlooked by other family members. In result, it may also be true that Asian women are discouraged from relying on friends outside of the family for support and assistance. Views of women in Asian countries may also contribute to the rate of domestic violence in Asian communities. Women have historically been looked upon as less valuable, able and intelligent in comparison to me. This view of women, although somewhat altered within most recent years, continues to be a global obstacle in the advancement of women. This view is particularly held strong in Asian communities, where it continues to be more widely accepted. Additionally, based on the views of the Asian population, women’s advocate programs may be scarce ornonexistent. In areas where programs do exist, it may be extremely disloyal to the family to report instances of abuse or any other negative occurrence within the family home. Based on what is already known about victims of stranger violence, the effects of domestic violence appear to be dually devastating. An environment that is first assumed to be safe and comfortable is instead replaced by one that is tainted, ever threatening and without solace. Possibly the only support system the victim may have assumed to have is now stripped from her and replaced with fear and loneliness. The effects of this type of isolation usually lead to decreased self-esteem and increased feelings of shame and guilt; which may cause a ripple effect in many other areas of the victim’s life. Due to abuse, she may feel she cannot achieve her educational and/or career goals. She may be isolated from family and friends due to the perpetrator’s fear that they may find out she is being abused. The victim may feel tremendous shame and guilt for staying in an abusive relationship and thus, subjecting her children to such a volatile environment. Lastly, and most critically, the abuse can lead to the victim’s severe harm and many times even death. Literature Review In order to best understand the nature of domestic violence, it is vital to mention that the population being addressed is not homogenous one. Rather, when describing abused women, this description includes women who are physically and/or mentally disabled; it includes women who can and cannot read; and it includes women who do and do not speak the language of the country they are living in. It also includes women who come from any gamut of financially impoverished to very affluent backgrounds; and women who may be homemakers caring for young children to extremely successful career women. Additionally, although the focus of this piece of research relates to Asian women, it is valuable to note that women of all ethnicities are at risk of becoming victims of domestic violence (Yoshioka, 2001). Domestic violence advocates have investigated abusers’ patterns so that victims and advocates can better comprehend abusers’ pathological behaviors. The cycle of violence is a portrayal of the cyclical behaviors of abusers. It is described as three main phases. The first phase describes how the abuser becomes increasingly angry, which may include antagonizing the victim, calling her names and demeaning her. Avery large part of abuse is in the form of verbal and emotional attack. The abuser may tell the victim that she deserves the abuse and even state that she likes the abuse. He may tell her that no one else would want her. In the second phase, the abuser hurts his victim by inflicting physical and/or sexual acts toward her. Soon after violent episodes, the abuser will apologize for hurting his partner and may make promises he does not intend to keep, such as never hurting her again or promising to seek help. The abuser may also attempt to smooth over the situation by lavishing his partner with gifts. Unfortunately, the abuse does not stop there and instead, he will continue to repeat the cycle (Domestic Violence Awareness Project, 2005). Knowing that the abuser’s behaviours are part of a maladaptive cycle is useful in informing victims of this cycle. In this way, they do not begin to internalize the abuse and do not learn to believe that the abuser’s verbal, physical and sexual abuse is granted. Instead, understanding the abuser’s dysfunctional method of relating allows victims to attribute the abuse to the abuser instead of their own shortcomings. With this knowledge, victims are able to heal from the abuse and regain a feeling of self-worth (Yoshiaka, 2001). It is widely believed that Asian women of many regions are highly susceptible to lives of subjugation and servitude to their partners. This belief is attributed to a variety of cultural factors. It is hypothesized that women remain in abusive relationships due to the stigma that is placed on them if they leave their partner. In order to preserve family dignity, respect and honour, women many times do not speak out against abusive situations. In fact, due to the powerful traditional practices enforced within Asian communities, extended family members who do have knowledge of the abuse encourage women to tolerate the abuse. In a study by How (1990), she sought to examine the impact of domestic violence within the Asian population, specifically within Southeast Asians including Laotians, Khmer, Vietnamese, and Chinese. The researcher found that the impact of traditional Asian values such as close family ties, harmony and order do not necessarily send the message that abuse is unacceptable. Instead, women are expected to play a submissive role that includes values of fatalism, perseverance and self-restraint. Victims feel that if these qualities are maintained, they are showing respect to their families and bringing them great honour. Ultimately, victims feel they are honourable women who are fulfilling their spousal duties (How, 1990). Within the Asian-Indian population, the definition of relationship is nearly synonymous with marriage due to the culture’s belief in arranged marriage. Arranged marriage is the practice in which parents select their children’s future husband or wife. Potential mates are then allowed to provide their input about his or her potential husband or wife. A lasting marriage is a symbolism of honour and respect, which in turn reflects upon the entire family. This is especially important for other siblings within the family, whose chances of being arranged depend greatly on their female siblings’ compliance to their husbands. Additionally, for couples who have female children, women may endure the abuse in order to protect their daughters’ â€Å"name†, or reputation. Otherwise, if the family secret is exposed or the woman leaves the relationship, a victim’s daughter may never have a chance of getting married because her family name is now tainted. Some Indian brides suffer dowry related abuse. A dowry is a material exchange given to the groom’s family by the bride’s family in exchange for the groom’s family inviting the bride into their family. Sometimes, the groom’s family will demand more dowry money or other assets such as livestock, cars or jewelry. If the demands are not fulfilled, the bride may be severely mistreated physically, verbally and sexually by her new groom and in-laws (BBC Network, 2006). The article Domestic Violence and Asian Immigrant Women by M. Yoshioka(2001), explores the Asian community’s attitudes toward domestic violence. The researcher also desires to understand psychosocial factors regarding domestic violence within this population. Specifically, the study was developed to look at three areas that involved abuser approval of abuse: situation-specific approval of violence; endorsement of male privilege; and perceived alternatives to abuse. The setting of the study takes place in New York, which compels the researcher to pose questions regarding Asian families’ views and struggles with domestic violence in the context of an immigrant country. Yoshiaka also implemented an assessment tool that was specifically created to gather information about attitudes regarding abuse titled, the Revised Attitudes toward Wife Abuse Scale (RAWA),which was developed by Yoshiaka and Dania (1999). In order to develop this assessment tool, 650 surveys of Chinese, Cambodian, Korean, Vietnamese, and South Asian adults were gathered. Immigrant families contend with many obstacles. Abusive environments further complicate the hurdles that exist for women who are taken out of their familiar homeland elements. Based on these dynamics, victims of abuse in this type of environment are further isolated due to possible separation from family of origin, language barrier, and lack of knowledge about the host country’s view of abuse and provision of supportive services. Researchers found that it is a â€Å"complex interweaving of cultural, environmental, and interpersonal factors† that contribute to the possibility for domestic violence within the immigrant population. They identify values such as privacy, honour, self-restraint, harmony, and order (Hosted, 1984; Hu Chen, 1999; Kerkrade, Tang, Westwood, 1991; McLaughlin Braun, 1998) as factors that may minimize the severity of domestic violence within the culture (Ho,1990). Additionally, immigrants’ support system is usually left behind in their homeland, which strips them of supportive family and friends who could otherwise support and advice victims. Further, they may not be knowledgeable of the support services available in their host country. Another factor that contributes to isolation is a possible language barrier (Das Dasgupota Warrier, 1996). Lack of command of the host country’s language could be absolutely devastating and fearful for a victim who is already isolated from a support system and familiar environment. Results from the study showed that gender, ethnicity and witness to parental abuse were factors contributing to greater acceptance of wife abuse. Males were more likely to endorse abuse, particularly Cambodian men when compared with Chinese men. Additionally, children who witnessed their mothers being abused were more likely to view abuse as acceptable. Researchers made a final and significant point, stating that although Asian immigrants are categorized within one category, there are apparent differences in Asians’ views of spousal abuse. Methodology In describing domestic violence toward Asian women and its effects, it was first necessary to describe what a victim is like. Unfortunately, the general public assumes that a battered woman is most likely quite vulnerable in that she is uneducated, passive and weak. Some even believe that a victim enjoys the abuse. Many people wonder why an abused woman does not simply leave her relationship. The reality is that anyone could be a victim, regardless of age, race, disability status, financial status, and education. This is why it was important to describe the profile of a victim at the beginning – to emphasize that there is no typical profile. Anyone could become victim to abuse by simply trusting that her partner will care for her with respect. Victims could also be boys and men, however, for the purpose of this research, this population was not addressed to any capacity. Additionally, cultural norms of other ethnicities were not explored duet the focus of this research being solely on Asian women. However, some of the studies included in this research included comparative data between Asian women and women of other nationalities. The cycle of violence was also explained. It is a critical factor in understanding abusers’ behaviours for the purpose of providing services to abusers and especially to provide victims with an understanding of what they are experiencing and why. Many sufferers of domestic violence are told what is deficient in them. Over time, they begin to believe these untruths. In investigating the intricacies of domestic violence and how it affects the Asian population specifically, it was important to provide examples of various cultures’ norms regarding the views and treatment of women. Although all Asian countries’ cultural norms and sub-cultural idiosyncrasies were not described within the context of this research, some cultures’ customs were explored. Although it is important to obtain an exhaustive understanding about various Asian cultures it is vital to acknowledge that several idiosyncrasies exist within each country, every city and even every subculture. Thus, it was important to explore research that explained this factor of culture. Further, it’s difficult to generalize that one particular culture or sub-culture has a set template of norms, therefore, descriptions of cultural norms were described with care and consideration. It should be noted that when speaking of any given culture, it is not to be assumed that the description exclusively applies to each and every person within particular culture. Therefore, application of cultural norms should be understood with the idea that no one culture is completely homogenous. All in all, it is important to have a balanced understanding of cultural norms that do not over-generalize a culture and yet do take into consideration that there is a majority view about most issues. General data on domestic violence was quite accessible. Many forms of information exist that assists in understanding the nature of abuse and its effects. There is also a wealth of information about the type of support available to victims of abuse and perpetrators. The Internet Isa plentiful source for finding local agencies and support groups relating to domestic violence. Information was also discovered through various modes of literature – books, journal articles and magazines. Visual media can also be accessed via Internet, videotape, DVD and television programming that advocates for victims’ rights and disseminates other information for advocates, victims and perpetrators. Due to the directed nature of this piece, it was necessary to not only search for general information about domestic violence, but instead, there was a need for materials about domestic violence within the Asian population. With this need came the task of finding out as much as possible about the many categories of Asians that exist and to also find the most amount of information about each category and sub-category. This was found to be a gruelling task, because contrary to belief, there are several classifications within the category known as Asian. Compounding this point was the lack of abundant information regarding domestic violence in various Asian cultural contexts. Additionally, little information was found about supportive services within many Asian communities, most probably due to the cultural views regarding keeping personal information within the family and also duet the accepting views toward abuse. Fortunately, much of the information found did include the many facets of violence within the Asian population, such as provision of statistical data of how many women of various cultures reported spousal abuse; perpetrators’ views about abuse; perpetuation of these views duet cultural beliefs about abuse; long-term effects on abused women and children; availability of treatment; treatment modalities; and laws that now protect women against violence. Discussion The devastating effects of domestic violence have been brought into the forefront of popular culture only within the past twenty years ago. Since then, and probably long before on a smaller scale, advocates have been working vigorously to service domestic violence victims and expose the horrific nature of its effects. This has included conducting research with women, children and perpetrators; attempting various forms of therapeutic modalities to address the after-effects; provision of abuser services; and exposure of domestic violence through written and visual media. Through these efforts, victim advocates have provided support to thousands of women who otherwise would either continue to live a life of isolating despair or alternatively, lose their lives to domestic violence. Unfortunately, the amount of information and support services that are available vary widely based on victims’ geographical location, largely due to the level of tolerance toward domestic violence. Naturally, the more a society believes an act is a crime, the more intensive the work toward ending it. However, other factors exist that inhibit further research toward ending violence against Asian women. Many Asian countries are horribly impoverished and do not have the means to either conduct necessary research nor provide protection and services to women and their children. Victim advocates contend with many hurdles under these types of conditions. Funding is not available to do the necessary work involved. In supporting women who are or have suffered domestic violence, the need for many levels of support is needed. Women who are currently in an abusive relationship are most likely stripped of many basic needs and resources. For instance, abused women may not have access to finances, a car or other transportation, food supply, proper clothing and medical care. In order for domestic violence advocates to provide for these needs, they must have the proper financial backing. With financial resources, food pantries could be created, medical care could be made available, shelters could be built and transportation could be provided to important locations such as homes of supportive family, friends, and religious institutions. For women who decide to leave abusive relationships, services such as transitional living could be made available. Providing a safe living environment would be paramount for Asian women, particularly due to the lack of support received by family members, immediate family included. If a woman were to leave her husband to seek out the support of immediate family, the victim would be turned away in most cases and encouraged to return to the abuser’s home. This suggestion is based on the family’s unwillingness to dishonour the family name by having daughter who left her husband. Further, they do not want to offend the groom’s family by displaying their disapproval toward the abuse. Women who decide to leave their partner also require additional support services such as referrals for educational and vocational services. If they have children, they may need childcare services so that the women can seek employment to support themselves and their children. Education related to cultural views about abuse is also necessary. It’s important to debunk societal norms that accept abuse. For an Asian woman, leaving her spouse is directly contradictory to everything she learned about achievement of life goals since she was a child. From childhood, many Asian parents clearly define their daughters’ role in society as children, as adolescents, and ultimately, as adults. The ultimate goal is to marry into a distinguished, successful family that is willing to accept a deserving woman into their lives. Being trained in this way for essentially all of their lives, it is often complicated task for an abused woman to understand why she is worthy of making her own choices and living her life in the way she chooses, which includes being free of any level of abuse. As stated earlier in the Method section, it was mentioned that there was not ample research in the area of domestic violence in the Asian community. This is not to say that there is not enough to support those who would like to know more about domestic violence. However, there seems to be a great need for extensive research and investigation into the many cultures within the Asian population and the effects of domestic violence in these communities. By further understanding the nature of abuse in this context, service providers are able to more effectively provide the type of services needed by Asian women. Conclusion Domestic violence research in the Asian population is still in its infancy. Considering that fact that domestic violence has not been intended to for so long provides a time frame that suggests that although there is not an abundance of work toward attending to Asian victims, there have been some concrete efforts in its progression. Delving into the intricacies of domestic violence within this population is no easy task, and will not be going forward. There are many hindrances to gaining swift and accurate information about Asian women’s suffering, although it is urgently needed. One of the biggest hurdles that have been discussed within this research is Asians ‘cultural views regarding secrecy of family troubles. A woman is not only betraying her husband if she discloses abuse, but she is also shaming both her in-laws and her family of origin by disturbing the family structure and name. Although some parents would provide their support in a situation such as this, most would not. Therefore, the victim knows she has nowhere to go. Not only is family name at stake. Compounding this pressure is the fact that women are not highly regarded within most Asian cultures. Therefore, no one considers her desires and needs. Instead, she must does she is commanded, which usually involves fulfilling caretaking responsibilities for other members of the family. A woman in Asian society is considered similarly as a child. She does not have many skills that would be useful other than household responsibilities, she must be watched, and she is not knowledgeable about many subjects. Based on this outlook, how is it possible to fathom that she may need to be attended to properly? For any social change to occur towards the treatment of Asian women, it is a necessity that views of women themselves also change. In speaking of women who suffer from spousal abuse, it is vital to discuss the effects of abuse of others in the home that are also experiencing the abuse. Children are particularly susceptible to inaccurate methods of dealing with life circumstances due to inexperience. Therefore, those who are also experiencing abuse or even witnessing it learn that violence is the answer to life’s obstacles. Further, children of abused women do not have high regard for their mothers due to their observation that she is being mistreated by their father. Thus, they too learn to become abusive toward their mothers, and in turn continue to repeat the cycle of abuse. In essence, they inherit this devastating method of dealing with life throughout childhood and on into adulthood. Children who were once victims and/or witnesses of domestic abuse now become the perpetrators, simply due tithe lack of knowledge that alternatives exist. Intervention is absolutely necessary to protect abused women. However, for long-term gain, intervention is also essential. Without an outlook toward the future, there will be no end to violence, but instead only bandaging of pain and suffering that has already occurred. There is no guarantee that prevention work will decrease the prevalence of domestic violence in Asian families, particularly due to strong views opposing the idea of regarding women equally. However, there is great possibility that given time, views will change and progress will be made. It is a difficult yet courageous and commendable feat to attempt to eradicate abuse from the lives of Asian women. However, as seen within this research, the reality currently remains that leaving relationship may not appear to be the most appealing option for women who have received life-long training to dedicate their lives to servitude to their spouses. Additionally, they also know that there are few positive alternatives to leaving their spouse. They may be destitute with no support from their families of origin. They have no source of financial or emotional support. They may risk ever seeing their children again. And most regrettably, they are endangering their lives by attempting to leave. Thousands of cases are reported in the United States and United Kingdom stating that women have lost their lives to spousal abuse. In these countries, most people agree that thesis a horrible tragedy and work toward changing the occurrence of such heinous crimes. Alternatively, Asian communities have very high tolerance and indeed acceptance of domestic violence to the extent that very few people openly show their disgust against it. In fact, it is encouraged and applauded. It is seen as being a well-deserved and appropriate punishment. Women can well expect being burned to death on account of their parents’ inability to pay off the groom’s family. Adwoman can be openly beaten without neither family nor strangers attempting to put an end to it. How then can it be stopped? Ending an evil such as this without a sense of social responsibility is extremely difficult. Further, work with abusers is nearly impossible, knowing that this method of relating to partners has been cultivated and accepted in the minds of Asian men. Moreover, because the Asian community believes in resolving familial issues amongst each other, many abusers would not be receptive to counselling. Even in the case that an abuser agreed to seek counselling, other family members may not be supportive of this type of resolution, instead viewing it as disloyalty and abandonment of the family. Due to the abundance of obstacles to ending violence in the Asian community, it becomes clear that abuse toward women within the Asian population will surely be maintained for now. However, it is also hopeful to state that progress will be made, based on the progress that has already been achieved. Although progress is very slow and despite the many fears that they are contending with, it is encouraging to know that women have begun speaking out against abuse. The effects of this type of isolation usually lead to decreased self-esteem and increased feelings of shame and guilt; which may cause a ripple effect in many other areas of the victim’s life. Due to abuse, she may feel she cannot achieve her educational and/or career goals. She may be isolated from family and friends due to the perpetrator’s fear that they may find out she is being abused. The victim may feel tremendous shame and guilt for staying in an abusive relationship and thus, subjecting her children to such a volatile environment. Lastly, and most critically, the abuse can lead to the victim’s severe harm and many times even death. Literature Review In order to best understand the nature of domestic violence, it is vital to mention that the population being addressed is not homogenous one. Rather, when describing abused women, this description includes women who are physically and/or mentally disabled; it includes women who can and cannot read; and it includes women who do and do not speak the language of the country they are living in. It also includes women who come from any gamut of financially impoverished to very affluent backgrounds; and women who may be homemakers caring for young children to extremely successful career women. Additionally, although the focus of this piece of research relates to Asian women, it is valuable to note that women of all ethnicities are at risk of becoming victims of domestic violence (Yoshioka, 2001). Domestic violence advocates have investigated abusers’ patterns so that victims and advocates can better comprehend abusers’ pathological behaviors. The cycle of violence is a portrayal of the cyclical behaviors of abusers. It is described as three main phases. The first phase describes how the abuser becomes increasingly angry, which may include antagonizing the victim, calling her names and demeaning her. Avery large part of abuse is in the form of verbal and emotional attack. The abuser may tell the victim that she deserves the abuse and even state that she likes the abuse. He may tell her that no one else would want her. In the second phase, the abuser hurts his victim by inflicting physical and/or sexual acts toward her. Soon after violent episodes, the abuser will apologize for hurting his partner and may make promises he does not intend to keep, such as never hurting her again or promising to seek help. The abuser may also attempt to smooth over the situation by lavishing his partner with gifts. Unfortunately, the abuse does not stop there and instead, he will continue to repeat the cycle (Domestic Violence Awareness Project, 2005). Knowing that the abuser’s behaviours are part of a maladaptive cycle is useful in informing victims of this cycle. In this way, they do not begin to internalize the abuse and do not learn to believe that the abuser’s verbal, physical and sexual abuse is granted. Instead, understanding the abuser’s dysfunctional method of relating allows victims to attribute the abuse to the abuser instead of their own shortcomings. With this knowledge, victims are able to heal from the abuse and regain a feeling of self-worth (Yoshiaka, 2001). It is widely believed that Asian women of many regions are highly susceptible to lives of subjugation and servitude to their partners. This belief is attributed to a variety of cultural factors. It is hypothesized that women remain in abusive relationships due to the stigma that is placed on them if they leave their partner. In order to preserve family dignity, respect and honour, women many times do not speak out against abusive situations. In fact, due to the powerful traditional practices enforced within Asian communities, extended family members who do have knowledge of the abuse encourage women to tolerate the abuse. In a study by How (1990), she sought to examine the impact of domestic violence within the Asian population, specifically within Southeast Asians including Laotians, Khmer, Vietnamese, and Chinese. The researcher found that the impact of traditional Asian values such as close family ties, harmony and order do not necessarily send the message that abuse is unacceptable. Instead, women are expected to play a submissive role that includes values of fatalism, perseverance and self-restraint. Victims feel that if these qualities are maintained, they are showing respect to their families and bringing them great honour. Ultimately, victims feel they are honourable women who are fulfilling their spousal duties (How, 1990). Within the Asian-Indian population, the definition of relationship is nearly synonymous with marriage due to the culture’s belief in arranged marriage. Arranged marriage is the practice in which parents select their children’s future husband or wife. Potential mates are then allowed to provide their input about his or her potential husband or wife. A lasting marriage is a symbolism of honour and respect, which in turn reflects upon the entire family. This is especially important for other siblings within the family, whose chances of being arranged depend greatly on their female siblings’ compliance to their husbands. Additionally, for couples who have female children, women may endure the abuse in order to protect their daughters’ â€Å"name†, or reputation. Otherwise, if the family secret is exposed or the woman leaves the relationship, a victim’s daughter may never have a chance of getting married because her family name is now tainted. Some Indian brides suffer dowry related abuse. A dowry is a material exchange given to the groom’s family by the bride’s family in exchange for the groom’s family inviting the bride into their family. Sometimes, the groom’s family will demand more dowry money or other assets such as livestock, cars or jewelry. If the demands are not fulfilled, the bride may be severely mistreated physically, verbally and sexually by her new groom and in-laws (BBC Network, 2006). The article Domestic Violence and Asian Immigrant Women by M. Yoshioka(2001), explores the Asian community’s attitudes toward domestic violence. The researcher also desires to understand psychosocial factors regarding domestic violence within this population. Specifically, the study was developed to look at three areas that involved abuser approval of abuse: situation-specific approval of violence; endorsement of male privilege; and perceived alternatives to abuse. The setting of the study takes place in New York, which compels the researcher to pose questions regarding Asian families’ views and struggles with domestic violence in the context of an immigrant country. Yoshiaka also implemented an assessment tool that was specifically created to gather information about attitudes regarding abuse titled, the Revised Attitudes toward Wife Abuse Scale (RAWA),which was developed by Yoshiaka and Dania (1999). In order to develop this assessment tool, 650 surveys of Chinese, Cambodian, Korean, Vietnamese, and South Asian adults were gathered. Immigrant families contend with many obstacles. Abusive environments further complicate the hurdles that exist for women who are taken out of their familiar homeland elements. Based on these dynamics, victims of abuse in this type of environment are further isolated due to possible separation from family of origin, language barrier, and lack of knowledge about the host country’s view of abuse and provision of supportive services. Researchers found that it is a â€Å"complex interweaving of cultural, environmental, and interpersonal factors† that contribute to the possibility for domestic violence within the immigrant population. They identify values such as privacy, honour, self-restraint, harmony, and order (Hosted, 1984; Hu Chen, 1999; Kerkrade, Tang, Westwood, 1991; McLaughlin Braun, 1998) as factors that may minimize the severity of domestic violence within the culture (Ho,1990). Additionally, immigrants’ support system is usually left behind in their homeland, which strips them of supportive family and friends who could otherwise support and advice victims. Further, they may not be knowledgeable of the support services available in their host country. Another factor that contributes to isolation is a possible language barrier (Das Dasgupota Warrier, 1996). Lack of command of the host country’s language could be absolutely devastating and fearful for a victim who is already isolated from a support system and familiar environment. Results from the study showed that gender, ethnicity and witness to parental abuse were factors contributing to greater acceptance of wife abuse. Males were more likely to endorse abuse, particularly Cambodian men when compared with Chinese men. Additionally, children who witnessed their mothers being abused were more likely to view abuse as acceptable. Researchers made a final and significant point, stating that although Asian immigrants are categorized within one category, there are apparent differences in Asians’ views of spousal abuse. Methodology In describing domestic violence toward Asian women and its effects, it was first necessary to describe what a victim is like. Unfortunately, the general public assumes that a battered woman is most likely quite vulnerable in that she is uneducated, passive and weak. Some even believe that a victim enjoys the abuse. Many people wonder why an abused woman does not simply leave her relationship. The reality is that anyone could be a victim, regardless of age, race, disability status, financial status, and education. This is why it was important to describe the profile of a victim at the beginning – to emphasize that there is no typical profile. Anyone could become victim to abuse by simply trusting that her partner will care for her with respect. Victims could also be boys and men, however, for the purpose of this research, this population was not addressed to any capacity. Additionally, cultural norms of other ethnicities were not explored duet the focus of this research being solely on Asian women. However, some of the studies included in this research included comparative data between Asian women and women of other nationalities. The cycle of violence was also explained. It is a critical factor in understanding abusers’ behaviours for the purpose of providing services to abusers and especially to provide victims with an understanding of what they are experiencing and why. Many sufferers of domestic violence are told what is deficient in them. Over time, they begin to believe these untruths. In investigating the intricacies of domestic violence and how it affects the Asian population specifically, it was important to provide examples of various cultures’ norms regarding the views and treatment of women. Although all Asian countries’ cultural norms and sub-cultural idiosyncrasies were not described within the context of this research, some cultures’ customs were explored. Although it is important to obtain an exhaustive understanding about various Asian cultures it is vital to acknowledge that several idiosyncrasies exist within each country, every city and even every subculture. Thus, it was important to explore research that explained this factor of culture. Further, it’s difficult to generalize that one particular culture or sub-culture has a set template of norms, therefore, descriptions of cultural norms were described with care and consideration. It should be noted that when speaking of any given culture, it is not to be assumed that the description exclusively applies to each and every person within particular culture. Therefore, application of cultural norms should be understood with the idea that no one culture is completely homogenous. All in all, it is important to have a balanced understanding of cultural norms that do not over-generalize a culture and yet do take into consideration that there is a majority view about most issues. General data on domestic violence was quite accessible. Many forms of information exist that assists in understanding the nature of abuse and its effects. There is also a wealth of information about the type of support available to victims of abuse and perpetrators. The Internet Isa plentiful source for finding local agencies and support groups relating to domestic violence. Information was also discovered through various modes of literature – books, journal articles and magazines. Visual media can also be accessed via Internet, videotape, DVD and television programming that advocates for victims’ rights and disseminates other information for advocates, victims and perpetrators. Due to the directed nature of this piece, it was necessary to not only search for general information about domestic violence, but instead, there was a need for materials about domestic violence within the Asian population. With this need came the task of finding out as much as possible about the many categories of Asians that exist and to also find the most amount of information about each category and sub-category. This was found to be a gruelling task, because contrary to belief, there are several classifications within the category known as Asian. Compounding this point was the lack of abundant information regarding domestic violence in various Asian cultural contexts. Additionally, little information was found about supportive services within many Asian communities, most probably due to the cultural views regarding keeping personal information within the family and also duet the accepting views toward abuse. Fortunately, much of the information found did include the many facets of violence within the Asian population, such as provision of statistical data of how many women of various cultures reported spousal abuse; perpetrators’ views about abuse; perpetuation of these views duet cultural beliefs about abuse; long-term effects on abused women and children; availability of treatment; treatment modalities; and laws that now protect women against violence. Discussion The devastating effects of domestic violence have been brought into the forefront of popular culture only within the past twenty years ago. Since then, and probably long before on a smaller scale, advocates have been working vigorously to service domestic violence victims and expose the horrific nature of its effects. This has included conducting research with women, children and perpetrators; attempting various forms of therapeutic modalities to address the after-effects; provision of abuser services; and exposure of domestic violence through written and visual media. Through these efforts, victim advocates have provided support to thousands of women who otherwise would either continue to live a life of isolating despair or alternatively, lose their lives to domestic violence. Unfortunately, the amount of information and support services that are available vary widely based on victims’ geographical location, largely due to the level of tolerance toward domestic violence. Naturally, the more a society believes an act is a crime, the more intensive the work toward ending it. However, other factors exist that inhibit further research toward ending violence against Asian women. Many Asian countries are horribly impoverished and do not have the means to either conduct necessary research nor provide protection and services to women and their children. Victim advocates contend with many hurdles under these types of conditions. Funding is not available to do the necessary work involved. In supporting women who are or have suffered domestic violence, the need for many levels of support is needed. Women who are currently in an abusive relationship are most likely stripped of many basic needs and resources. For instance, abused women may not have access to finances, a car or other transportation, food supply, proper clothing and medical care. In order for domestic violence advocates to provide for these needs, they must have the proper financial backing. With financial resources, food pantries could be created, medical care could be made available, shelters could be built and transportation could be provided to important locations such as homes of supportive family, friends, and religious institutions. For women who decide to leave abusive relationships, services such as transitional living could be made available. Providing a safe living environment would be paramount for Asian women, particularly due to the lack of support received by family members, immediate family included. If a woman were to leave her husband to seek out the support of immediate family, the victim would be turned away in most cases and encouraged to return to the abuser’s home. This suggestion is based on the family’s unwillingness to dishonour the family name by having daughter who left her husband. Further, they do not want to offend the groom’s family by displaying their disapproval toward the abuse. Women who decide to leave their partner also require additional support services such as referrals for educational and vocational services. If they have children, they may need childcare services so that the women can seek employment to support themselves and their children. Education related to cultural views about abuse is also necessary. It’s important to debunk societal norms that accept abuse. For an Asian woman, leaving her spouse is directly contradictory to everything she learned about achievement of life goals since she was a child. From childhood, many Asian parents clearly define their daughters’ role in society as children, as adolescents, and ultimately, as adults. The ultimate goal is to marry into a distinguished, successful family that is willing to accept a deserving woman into their lives. Being trained in this way for essentially all of their lives, it is often complicated task for an abused woman to understand why she is worthy of making her own choices and living her life in the way she chooses, which includes being free of any level of abuse. As stated earlier in the Method section, it was mentioned that there was not ample research in the area of domestic violence in the Asian community. This is not to say that there is not enough to support those who would like to know more about domestic violence. However, there seems to be a great need for extensive research and investigation into the many cultures within the Asian population and the effects of domestic violence in these communities. By further understanding the nature of abuse in this context, service providers are able to more effectively provide the type of services needed by Asian women. Conclusion Domestic violence research in the Asian population is still in its infancy. Considering that fact that domestic violence has not been intended to for so long provides a time frame that suggests that although there is not an abundance of work toward attending to Asian victims, there have been some concrete efforts in its progression. Delving into the intricacies of domestic violence within this population is no easy task, and will not be going forward. There are many hindrances to gaining swift and accurate information about Asian women’s suffering, although it is urgently needed. One of the biggest hurdles that have been discussed within this research is Asians ‘cultural views regarding secrecy of family troubles. A woman is not only betraying her husband if she discloses abuse, but she is also shaming both her in-laws and her family of origin by disturbing the family structure and name. Although some parents would provide their support in a situation such as this, most would not. Therefore, the victim knows she has nowhere to go. Not only is family name at stake. Compounding this pressure is the fact that women are not highly regarded within most Asian cultures. Therefore, no one considers her desires and needs. Instead, she must does she is commanded, which usually involves fulfilling caretaking responsibilities for other members of the family. A woman in Asian society is considered similarly as a child. She does not have many skills that would be useful other than household responsibilities, she must be watched, and she is not knowledgeable about many subjects. Based on this outlook, how is it possible to fathom that she may need to be attended to properly? For any social change to occur towards the treatment of Asian women, it is a necessity that views of women themselves also change. In speaking of women who suffer from spousal abuse, it is vital to discuss the effects of abuse of others in the home that are also experiencing the abuse. Children are particularly susceptible to inaccurate methods of dealing with life circumstances due to inexperience. Therefore, those who are also experiencing abuse or even witnessing it learn that violence is the answer to life’s obstacles. Further, children of abused women do not have high regard for their mothers due to their observation that she is being mistreated by their father. Thus, they too learn to become abusive toward their mothers, and in turn continue to repeat the cycle of abuse. In essence, they inherit this devastating method of dealing with life throughout childhood and on into adulthood. Children who were once victims and/or witnesses of domestic abuse now become the perpetrators, simply due tithe lack of knowledge that alternatives exist. Intervention is absolutely necessary to protect abused women. However, for long-term gain, intervention is also essential. Without an outlook toward the future, there will be no end to violence, but instead only bandaging of pain and suffering that has already occurred. There is no guarantee that prevention work will decrease the prevalence of domestic violence in Asian families, particularly due to strong views opposing the idea of regarding women equally. However, there is great possibility that given time, views will change and progress will be made. It is a difficult yet courageous and commendable feat to attempt to eradicate abuse from the lives of Asian women. However, as seen within this research, the reality currently remains that leaving relationship may not appear to be the most appealing option for women who have received life-long training to dedicate their lives to servitude to their spouses. Additionally, they also know that there are few positive alternatives to leaving their spouse. They may be destitute with no support from their families of origin. They have no source of financial or emotional support. They may risk ever seeing their children again. And most regrettably, they are endangering their lives by attempting to leave. Thousands of cases are reported in the United States and United Kingdom stating that women have lost their lives to spousal abuse. In these countries, most people agree that thesis a horrible tragedy and work toward changing the occurrence of such heinous crimes. Alternatively, Asian communities have very high tolerance and indeed acceptance of domestic violence to the extent that very few people openly show their disgust against it. In fact, it is encouraged and applauded. It is seen as being a well-deserved and appropriate punishment. Women can well expect being burned to death on account of their parents’ inability to pay off the groom’s family. Adwoman can be openly beaten without neither family nor strangers attempting to put an end to it. How then can it be stopped? Ending an evil such as this without a sense of social responsibility is extremely difficult. Further, work with abusers is nearly impossible, knowing that this method of relating to partners has been cultivated and accepted in the minds of Asian men. Moreover, because the Asian community believes in resolving familial issues amongst each other, many abusers would not be receptive to counselling. Even in the case that an abuser agreed to seek counselling, other family members may not be supportive of this type of resolution, instead viewing it as disloyalty and abandonment of the family. Due to the abundance of obstacles to ending violence in the Asian community, it becomes clear that abuse toward women within the Asian population will surely be maintained for now. However, it is also hopeful to state that progress will be made, based on the progress that has already been achieved. Although progress is very slow and despite the many fears that they are contending with, it is encouraging to know that women have begun speaking out against abuse.
